Both property owners understood the risk: a fire started in that central brush zone, whether accidental or intentional, could threaten multiple commercial buildings simultaneously.

First, the area needed consistent monitoring beyond what periodic patrol drive-throughs could provide, since a fire in dry brush can escalate from ignition to structure threat in minutes.
